Notice of Determination
The San Tomas Aquino Creek Trail was named as a potential project in the City’s General Plan since 2002. Subsequently, The City Council identified it as a priority for fiscal year 2015/2016 and allocated funding from the City’s Capital Improvement Program. Additionally, The City of San Jose also provided a contribution to the project funding.
The project would establish a predominantly off-street path of travel for both pedestrians and bicyclists between Westmont Avenue (in San Jose) and Virginia Avenue (in Campbell). The proposed trail is located along the top of bank of the San Tomas Aquino Creek on Santa Clara Valley Water District (SCVWD) property which is currently fenced off with no public access. A trail along the top of bank provides connectivity between neighborhoods by allowing for more direct school access and providing students with an alternative to travel via city streets for their commute to school, as well as providing additional recreational opportunities for residents.
As a result of the rigorous outreach process, the City Council adjusted the project limits. As before, the creek trail starts at Westmont Avenue. The new adjusted end point is now located near Margaret Lane, rather than Virginia Avenue.
The City Council adopted the environmental documents (Reach 1 from Westmont Avenue to McCoy Avenue and Reach 2 from Harriet Avenue to the San Tomas Aquino Road bend) at the November 2, 2020 Council Meeting.
The Notice of Determination was filed with The Santa Clara County Clerk Recorder Office on November 4, 2020 and posted on The California Office of Planning and Research (OPR) website on November 13, 2020.
