Inclusionary Ordinance / Density Bonus Program

Campbell Affordable Housing Ordinance

The City of Campbell’s Inclusionary (Affordable) Housing Ordinance intends to increase the availability of affordable housing for very-low income, low-income, and moderate-income households. Likewise, the City’s Density Bonus Ordinance encourages developers to build additional affordable housing units in exchange for allowing more market-rate units.

Priority is given to income eligible existing Campbell residents (second) and income eligible persons employed within the city limits of the City of Campbell (third). First priority (for up to 10% of all affordable units) is provided to income eligible employees of the 'City of Campbell' per the Campbell Municipal Code. If you do not fall into one of the three priority categories, you may still be able to acquire an affordable unit if the City is not able to allocate the unit to a household that does have priority.

Annual income limits for Santa Clara County are based on household size and are updated annually by the Federal Department of Housing and Urban Development (HUD).
