What is a Climate Action and Adaptation Plan?
A Climate Action and Adaptation Plan (CAAP) is a detailed and strategic framework for measuring and mitigating greenhouse gas emissions and building resiliency to address the impacts of climate change.
Mitigation refers to efforts to reduce or prevent emission of greenhouse gases, and can mean using clean and renewable energy sources, making equipment and appliances more energy efficient, changing individual behavior to reduce your carbon footprint, or planting trees to absorb more carbon dioxide from the atmosphere.
Adaptation refers to adjusting to a changing climate as we have more severe storms, hotter temperatures, or longer droughts. By implementing adaptation measures along with mitigation measures, Campbell can help build resilience.
Campbell CAAP
The City is currently developing its first CAAP to set specific targets that align with statewide emissions reduction goals and help Campbell achieve carbon neutrality by 2045. The Draft CAAP was presented to the City Council on May 19, 2026.
On Monday, August 3, 2026, the Campbell City Council adopted the Finalized Climate Action and Adaptation Plan for the City of Campbell.
