Exploring an Improvement District for Downtown Campbell
Upcoming MeetingThe City of Campbell will host a follow-up stakeholder meeting to continue exploring whether a Business Improvement District (BID) or Property-Based Improvement District (PBID) could be a useful tool for Downtown Campbell. At this meeting, the City’s consultant will share early concepts for what a district could look like in practice, including potential service priorities, rough budget ranges, and what that could mean in terms of costs. Downtown Campbell plays an important role in the city’s identity and local economy. As part of ongoing efforts to support a strong, competitive downtown, the City of Campbell is exploring whether an improvement district could be a useful tool to supplement existing services and programs.
An improvement district — such as a Business Improvement District (BID) or Property-Based Improvement District (PBID) — is a mechanism used in many communities to fund enhanced services such as additional cleaning, maintenance, marketing, programming, and placemaking. These districts are funded by participating businesses or property owners and are governed locally.
This exploration is one of the recommendations in the City Council-approved Economic Development Plan and is in the early, informational stages.
As part of this effort, staff is currently focused on:
- Learning from Downtown business and property owners about their priorities
- Providing general information on how BIDs and PBIDs work
- Assessing whether a BID or PBID is an appropriate tool for Downtown Campbell
Any further steps would be subject to further analysis, stakeholder outreach, and City Council consideration.

In late 2025, the City selected Progressive Urban Management Associates Inc. to support outreach and feasibility analysis. Check back here regularly for updates on this effort, including documents and information about upcoming meetings.
