This page provides an overview of the planning application process as well as links to the City's “Planning Application Checklists”. Planning Application Process
Following these steps will help you successfully submit an application to the City Planning Division for review.
Step 1 – Create a User Account: First time applicants will need to create a user account.If you already have an account, skip to Step 2.
Step 2 – Prepare Application Materials: Review the City’s application checklist to determine what materials and information is required and in what format. Please save your files as PDFs and name the files as indicated in the checklist before applying for a permit.
Step 3 – Apply for a Permit: Once you have prepared materials responsive to the City's application checklist, apply for your permit through the Planning and Zoning Permit Dashboard. Select the correct application type and upload all required materials, including a completed Acknowledgement Statement. Note: Be sure to hit "Submit." Permits which are only saved will not be processed.
Step 4 – Pay: After an initial review for intake adequacy, you will be sent an invoice. Please be sure to pay your permit will not be accepted or processed. Failure to pay the invoice in a timely manner (within 21-days) will result in your permit request being voided and require resubmittal.
Apply for a Permit
All Planning Division applications, with the exception of appeals, must be submitted through the City's online permitting platform. For appeal requests, please use the appeal application form.
Planning Application Checklists
The following checklists serve to identify the specific information and materials required to successfully submit an application to the City's Planning Division.
General Development
Single-Family Residential
Housing Development Projects
This checklist is used for all commercial, industrial, and multi-family residential projects not located within a Planned Development (P-D) Zoning District.
Most single-family residential projects are processed directly through the Building Division. However, this checklist may be used for proposed alterations to historic properties and Variance requests.
This checklist used for applications for "Housing Development Projects," subject to the Housing Accountability Act, inclusive of residential and mixed-use developments.
Tree Removal Permits
Sign Permit Applications
Land Use Changes
This checklist is used for all Tree Removal Permit requests unrelated to a development application. If a tree removal is part of a project, please refer to the appropriate checklist.
This checklist is used for all Sign Permit requests, including permanent signs, temporary banner signs, and Master Sign Plans.
This checklist is used for applications for Conditional Use Permits (e.g., new alcohol service, late-night hours, etc.) and Administrative P-D Permits to establish a new land use.
Preliminary Applications
Wireless Telecom Facilities
Standard Subdivisions
This checklist is used for all preliminary applications, including requests for a General Plan Amendment Authorization.
This checklist is used for installation of new wireless telecommunications facilities projects, excluding Eligible Facilities Requests (EFR).
This checklist is used for standard subdivisions, with no proposed development. If your subdivision project also includes new construction, please refer to the General or Planned Development checklist.
Minor Applications and Requests
This checklist is used for all minor application types and requests. This includes Zoning Verification Letters, Fence Exceptions, Extensions of Approval, Outdoor Seating Permits, Reasonable Accommodation requests, Historic Property Designation, Mills Act requests, Collection Container Permits, and Parking Modification Permits (stand-alone requests).
