Low and Moderate Income Housing Asset Fund
Per Section 34176.1 of the Health and Safety Code (SB 341), the housing successor shall provide an independent financial audit of the Low and Moderate Income Housing Asset Fund on its website within six months after the end of each fiscal year. Affordable Housing Nexus Study Adopted
The City of Campbell adopted the Affordable Housing Nexus Study on August 20, 2024. Below is a generalized summary of the fees and how they may apply to new projects, along with an overview of key events leading up to the adoption of the Affordable Housing Nexus Study.
Commercial Linkage Fee Program
- Fee:
- $9 flat fee per square-foot for all commercial/industrial uses (garage areas exempt)
- Require payment at time of building permit issuance.
- Fee Reduction:
- Small Projects: 50% of fee rate when resulting in 5,000 sq. ft. or less of net new area
- Large Projects: 50% of fee rate for each additional square-foot over 100,000 sq. ft. of net new area
- Effective Date:
- Delay effective date for one year following adoption.
- Exemption:
- Provide a fee exemption for the non-residential component of vertical mixed-use projects (up to 15% of total building area).
- Credit for Existing Building Area:
- Provide credit for existing and/or recently demolished buildings, provided that less than two years elapses between the date of demolition permit final and the date of linkage fee payment.
Inclusionary Housing Program
- Inclusionary Requirement:
- Retain requirement for 15% of new units to be inclusionary units.
- Lower inclusionary requirement threshold to 5 units (currently starts at 10 units)
- Remove provision allowing for fractional obligations less than 0.5 to “round down”
- Provide two options to satisfy inclusionary unit obligations as follows:
- Option 1: Provide inclusionary units to satisfy any whole and/or fractional unit obligations (i.e., 13.35 = 14 units)
- Option 2: Provide inclusionary units to satisfy any whole unit obligations and pay a fee to satisfy fractional obligations, when eligible, as follows:
- Small Projects (5 or 6 Units): Any fractional obligation (i.e., 0.75 or 0.9)
- All Others (7+ Units): Any fractional obligation less than 0.5
- Fee Requirement:
- Establish a $60 flat fee per square-foot (for all unit types) (exempting ADUs, JADUs)
- Multiply fee against total project area (instead of area of unit not provided)
- Require payment at time of building permit issuance (same as existing)
- Use following formula to calculate fees for any eligible fractional obligation:
- Fee Rate x Fractional Inclusionary Units / Total Inclusionary Units Required x Habitable Square Feet = Total Due
- Effective Date:
- Delay effective date for one year following adoption.
- Affordability Restriction Period:
- 55 years initial period (currently 45 years for ownership and 55 years for rental)
- 55 years for any renewal (currently 45 years for both ownership and rental)

Homeless Services Feasibility Study (For Public Review)
The City of Campbell has released the West Valley Homeless Services Feasibility Study (Public Review), which explores collaborative approaches to addressing homelessness in the West Valley.
The study was developed jointly by the cities of Campbell, Cupertino, Monte Sereno, Saratoga, and the Town of Los Gatos, and focuses on developing a coordinated, sub-regional response.
Study Highlights:
- Purpose and timeline:
- Initiated in 2024, the study seeks to better understand the scope, characteristics, and service needs of people experiencing homelessness in the West Valley.
- Require payment at time of building permit issuance.
- A growing challenge:
- Although homelessness in the West Valley remains smaller in scale than in larger urban areas, it has become more visible and complex in recent years.
- Rising numbers:
- The 2025 Point-in-Time Count indicates a 13% increase in homelessness across the five jurisdictions between 2023 and 2025.
- Diverse needs:
- The West Valley homeless population includes individuals experiencing homelessness for the first time, long-term unhoused residents, and a notable presence of families and youth.
- Service Strategy:
- The study explores opportunities for shared services, regional coordination, and partnerships to deliver facilities and programs tailored to local needs.
- Next steps:
- The findings will inform future policy discussion, decision-making, and potential collaborative actions among participating jurisdictions.
The study is tentatively scheduled for presentation to City Council on March 24, 2026.
