Senate Bill (SB) 79, the "Abundant and Affordable Homes Near Transit Act" goes into effect on July 1, 2026. The legislation establishes statewide minimum development standards for housing located near qualifying transit stops and significantly expands allowable housing capacity in those areas.

Key dates and milestones related to SB 79 are outlined below.
- Between July 2025 to January 2026, City staff
- March 3, 2026, the City of Campbell submitted a draft Ordinance to the Department of Housing and Community Development (HCD) for review.
- March 24, 2026, the City is scheduled to hold a study session with the City Council and to separately consider the adoption of an urgency ordinance to exclude qualifying sites (historic properties and sites > 1 mile walk distance from a pedestrian access point) from SB 79.
- ,July 1, 2026, SB 79 goes into effect.
